There is a bit in Local Government journal 'Surveyor' (23 Sept 04)

Transport for London is preparing to launch procurement for the
long-heralded ELL extension ... 'Surveyor' has learned.
.... Around 35 design engineers and other staff are transfering from SRA
....(lots of things you'll all know)
.... A London Rail spokesman said no announcement would be made for
several weeks. The formal transfer was not due until mid-October.
It is not known if senior TfL officials have decided who will be
responsible for operating and maintaining the infrastructure
