references on the WWW to escalators for transport systems having a
design life of 25 years.

Maybe but there are plenty on the Underground well older than that, or
were before the King's Cross fire. How many of the late 1960s Victoria
Line escalators have been replaced so far?

Well, sure, but if they've been in place for 29 years, and would now
have to be replaced *because they're life-expired" (and have been out of
service for more than a couple of years), then, clearly, their design
life was less than 29 years.
