This seems the right way - build the box, develop the space on top of the
box, then thread the railway through the box,

unlike Gerrards Cross - build the railway, cover it in, drop the covering
into the railway.

It's the right order, but doesn't mean they'll ever build the railway.
There's an office block just north of the river in Reading that was
built perhaps 25 years ago with a hole in the middle in the expectation
of straddling a Ring Road, which was never subsequently built.

Indeed. And aren't there some stations in London that had bits added in
anticipation of the Fleet or Chelney lines?
