I meant that having bits of one postcode isolated or protruding into
another postcode doesn't matter so much if the same delivery office
now delivers to both postcodes.


It may well have been the case that those two districts were always
handled by the same delivery office. There are only 4000 postcodes in a
district, and some need to be reserved for future expansion, so if there
are more than (say) 3500 coding points in the area covered by an office,
it needs more than one outward code.
