Possibly a disusued sewer vent. These were installed in various places
to allow excess gas to escape from sewers and tended to be tall so the
gas would disperse without creating a stink or a fire risk.

Why should you assume it is disused? Most, if not all, sewer vent
pipes still serve a useful purpose, albeit you don't see many new ones
installed these days.

Could it be a mobile phone mast, like this one at Whitestone Pond (which
happens, I believe, to be the highest point in London. A pond! How does
that work?)?

Artificial, originally used for watering military horses. Reservoir
and fountain nearby. Hampstead is the site of freshwater springs, and
by the early nineteenth century a number of reservoirs had been built
to control the water supply and convey it to London. The Hampstead
Water Company (founded in 1692) had control of the springs and
reservoir and Hampstead water was provided to the west end of London
via Kentish Town.

That Regency house has had several names, it was called Heath House
and then The Lawn before it became Whitestone House.
