There are also certain circumstances (covered in later legislation) where they can send the PCN through the post to the keeper, and some of this legislation applies in London only, and curiously not in all boroughs. In this case, it would seem that the PCN wasn't correctly served, and no penalty charge is due. However, if the PA's notebook records that he did attach the PCN to the car, Camden are unlikely to cancel it and you will have to convince the Adjudicator that your version of events is the correct one. You won't be able to find out what the PA's notebook says until you appeal. Robin |
