I don't think so, but don't know for sure.

Embankment (Horse Guards) has disappeared, and now there's a high
correlation between grey-out ones and those with no bikes. Elsewhere
they seem evenly distributed, with "1 wmpty slot" the smallest I saw
(Lambeth North Station).
