I think the worst immigration queue I ever waited in at LCY was about 15 minutes. It's nothing on Heathrow, and as you state it won't be busy at that time of night. It doesn't appear from what I could see that the non-EU queue was much slower (I'm guessing from the way the OP's posting is written that they're from either the US or Canada). It's a premium business-traveller's airport (though often a surprisingly inexpensive choice!) and very well-run - the whole setup is all about passing through as quickly and conveniently as possible.
