If that restriction wasn't there, you can be sure the scrotes adn
ungodly would find out about this opportunity in around 30 secs!

A different restriction could be that, overrideable by the person
manning the gateline who would presumably see it being done, if a
particular Oyster card has been used to enter that station it may not
be used again to enter that same station for, say, 10 minutes. That
way you wouldn't be charged for deciding not to travel, as at present
you are.
