Normally I would expect travelling via Victoria to be fastest, just because
there are more trains from Victoria than London Bridge, but the JP is
probably trying to avoid the escalator works at Victoria.

FCC only has the advantage if you've got luggage - it's a very slow journey
between St Pancras and London Bridge.

Ah-ha! So that is the secret. Journey Planner moves in mysterious ways...

A lot depends on how long it thinks you need to move around between bits
of the stations. It can allow longer to get to FCC than to the
underground, and thus the timings align in such a way that it favours
the underground.
