IIRC Paddington to Victoria is just under GBP15.00. However, Bakerloo
Line, change at Oxford Circus for the Victoria, is not realistic with
two suitcases and a carry-on.

I've done cross-London a few times with two suitcases and a carry-on
(some designs will clip onto one of the suitcases). But I wouldn't
recommend going via Victoria; you should choose the route with that kind
of thing in mind. If Victoria and luggage implies Gatwick, for example,
you can usually construct much more manageable journeys via Thameslink.

some trips where it's quicker to walk).

When I have changed off Thameslink, I have found Three Bridges a

Exactly. Although the Piccadilly line trains (as I recommended earlier)
are more luggage-friendly than average, having been designed for the
Heathrow service. It's why I'd probably recommend that way of getting to
St Pancras rather than Heathrow Express plus sub-surface train (where
the stepless route has two additional changes of train now).

The thameslink route goes right around the houses and in the few times I've
used it always seems to get stuck around london bridge. Its much slower than a
Southern service from victoria.
