They'd have to agree to extend it outside the existng zones first.

AFAICT from the July version of the 'Freedom pass map' it isn't valid beyond
Harrow and Wealdstone (on SN and LM), and it isn't valid outside zone 6 on
c2c (pseudo zone G) either. Given that it is a 'combined London Councils'
product, why would it be extended outside their area?
