I agree with you. OTOH, I think uniform should be worn in a fairly
standard fashion as customers are likely to use looks as a proxy for
ability. (I agree they should not.)

I was slightly irritated by the recent "Confessions from the
Underground" program. http://www.channel4.com/programmes/confessions-
from-the-underground/4od Most of those representing uniformed,
customer-facing staff lacked name badges and ties on their open-necked
shirts. I find that combination is quite unusual in London Underground
(LU) staff.

They, of course, were actors standing in for the anonymous LU staff.
We don't know if they looked anything like the people they were
representing.
