I've used Paddington, Victoria and Kings Cross in the past; all when doing trips where I didn't have a "home base" in the London area. Nowadays I assume you lug it round or fork out a load of money and need to collect it before the left luggage staff go home. A fair number of tourist attractions on the Continent offer lockers for visitors, or will let you dump a bag somewhere.
