Default New clean air proposals

In a shock move, I hear Boris has now extended his proposals on improving
the air quality in London even further.

Rather than just tightening up his insistence on low-emission engines being
phased in, it is believed the mayor will press for all vehicles entering the
clean-air zone to be powered by hot air.

Having an apparently-unlimited supply of it himself, he....snip
