Not necessary, there's always a procession on non-learner drivers. The
queue is usually most of the bridge (southbound). At which point, having
had my expectations recalibrated, I usually don't bother returning via
the tunnel and use the M25 west of London instead.

And for good reason - fumes in the tunnel, strong winds on the bridge.

I believe that learner drivers and tractors can use them though.
