The DC line would I think be used a lot more if the service pattern was such that people at the northern end of it didn't get such a uselessly slow journey. One option might be to run the LO service as semifast south of Harrow just ahead of a Bakerloo train (maybe Willesden and Queens Park only?) and stopping north thereof, perhaps - interchange wouldn't be so bad as it'd always be same-platform.
