"Planning to MOVE there" means that you are coming to set up a new home
near Heathrow for a long time. Do you mean that you are visiting London
for a few days or weeks?

Public transport might be better than a cab, but it depends (a) where
you are staying in London, and (b) when you are arriving at Heathrow
(day of the week and time).

There are a few private hire companies which claim to specialise in airport
transfers. I have no experience with any of them so I can't make a
recommendation.

Alternatively you could use "black cabs" which queue up outside each Heathrow
terminal.

Now, of course, if you're registered with them, you can use Uber. I haven't used
Uber but two people who have told me they're quite good.

unless you just want to get a "black" cab from the rank, you need to target
your search based upon where you want to go to.

AFAIA there isn't one transfer service that goes to "any destination"
