Yes but London Bridge hasn't historically been so restricted and the
ELL/Jubilee Line has been used as a key bypass.

It's pretty standard to stable some trains in underground platforms, so why
not on the ELL? Highbury and Islington would be good for another 2.

Because it's harder to secure the overground against graffitists.
