Evidently not. I presume that that does happen betwen countries which have official residence lists, eg France and Germany, but seeing that this country doesn't have such a list, there is no way of registering that a British citizen has taken up residence abroad. Consulates try to keep a list of their nationals in foreign countries, but in stable and law-abiding countries where there is little need to keep in touch with consulates in case there is a need to get out quickly, expats often don't bother.
