I suspect *they* are from the race: American, they seem to get
in a taxi queue, just because it is there

It happens a lot at night time when the buses (free or otherwise) do not
provide the service. There are also the nearby hotels to each of the
terminals that customers can't wait to get to :-)

Thats how its advertised. Whether there are ticket checks on each platform
is another matter.
