as you say it's an attempt to slow the traffic down with no legal force.

There' a similar situation on the A30 outside hook, a 70mph Dual
Carriageway with slow signs before a vunerable junction, without
a nseparate speed limit sign they have no legal force.

These are pretty common - the "slow" sign on the road isn't so much a sneaky
way of reducing the speed limit, it's simply a warning of a hazard; much the
same as chevron boards on bends. The fact that it sounds like an instruction
probably helps to make the hard-of-thinking actually take notice.
