Being Section 12 underground stations, they can't
actually be opened without staff. What's a section twelve station? Fire safety in underground stations (both TfL and NR) is covered by the snappily titled Fire Precautions (Sub Surface Railway Stations) Regulations 1989, which specifies that 2 or more members of staff should always be present when an underground station is open to the public.
