Yes- in the same way as you've been able to use a ODTC (whether Z1-6 only, or from an out-boundary station) to Epping, and various other stations outside Greater London, e.g. Elstree.. It's also worth knowing that a ODTC is valid on London Buses which run beyond the Greater London boundary - e.g. you've always been able to use a ODTC to Caterham, or Dartford, or Swanley, provided that you go there on a London bus and not a train.
