True - although they have to be routed onto several parallel streets for that to work (i.e. not just shifting the bus jam onto another street). Parallel roads are available for the western part of Oxford St (Wigmore St, Brook St) but are a bit more difficult for the eastern part. Buses that currently serve St Giles Circus will either go round a circuitous route, miss St Giles entirely, or miss other key stops like Oxford Circus.
