Surely, counties are not needed at all on postal addresses ?
All I usually give is

Persun's Name
xxx StreetName
postcode


Post Towns *are* needed, though, otherwise there may be a problem if the
postcode is incorrect. Sometimes it's better to have a little
redundancy.
