This TfL Street Management page [1] explains that "TfL owns and maintains all of London's 4,700 sets of traffic signals". When TfL was formed it took over the Traffic Control Systems Unit (TCSU), which was part of the Corporation of London but reported to the Secretary of State for Transport. In turn I understand the TCSU came into being to manage London's traffic lights when the GLC - who had previously done the job - were abolished in 1985. See [2] for a webpage that mentions these old arrangements. You'll still find mention of the TCSU on many manhole covers near traffic lights. For those who're interested TfL Streets says that "over half of these [traffic signals] can be adjusted from the LTCC through the Urban Traffic Control (UTC) system".
