According to the spin TfL put on it in their press releases, the project
provides a new line!

'the construction of a new railway line between West Croydon, Crystal Palace
and Dalston Junction, incorporating the existing East London Line'.

I believe the infrastructure changes go as far as New Cross Gate. They must
think their exaggeration helps explain the huge costs, and length of ELL
closure...
