Piccadilly Circus has toilets, but again outside the barrier. I suppose they might have more to do with the local authority than TFL though. There's some at Westminster just outside the subway on the riverbank. As I recall they were once voted the best in London. Though judging by the smell when I passed by the other week, I would think that accolade is no longer theirs. Westminster also has some within the station (but outside the barriers) under Parliament Street (head for the exit next to the Treasury).
