And 14 months just to replace 4 escalators???

Remember, they can only work overnight when the station is clear of public.

They have a significant area boarded up at the top and bottom of the
route where they are working, and there's a long passageway between
the two banks of escalators. While they might only be able to move
equipment at night, they should have plenty of space to work in during
the day.

If they've closed some bits of the station that are nowhere near the
work, that may inconvenience some passengers [1]; but probably have
little effect either positive or negative on their ability to work
elsewhere in the station during the day.

Closing the part *near* where they are working must surely be helpful in
allowing all-day working.

[1] Unless opening them would in fact have a worse effect.
