It's not a public body making that announcement so of course they're
not covered by 'purdah'. And the Beeb is just reporting what the IPPR
are saying - in actual fact what appears in a paper in the IPPR's
quarterly journal:

Given the attention that the London Mayoral election is getting
nationally at the moment, it's perhaps as good a time as any for the
IPPR to come out with this to get maximum attention.

I don't think the headline, picture or caption on the BBC story is
really anything other than illustrative of the story itself. It's
certainly not an endorsement. Obviously, as a broadcaster the BBC
needs to take care to ensure that their reportage is balanced and
impartial, but these concerns shouldn't mean they are completely
hidebound from reporting what's going on.

Given the Beeb's percevied ability to get the wrong picture to
illustrate a story, we can be thankful it's not a picture of David
Livingstone!

matter should will be rewarded in better construction project
management and reduced rolling stock and traction procurement costs.Is
there going to be another rolling stock repeat order soon? And who in

May I suggest that this outbreak of common sense at the DfT can be
significantly attributed to the clear case set out by Network Rail in
the RUS and the persuasive arguments laid out by TfL and Mayor Ken.
Though as I say elsewhere on this thread, I wonder whether Network
Rail was quite attuned to the timetable of events, in that I'm sure
that some would have been very keen for this announcement to have been
made before the Mayoral election 'purdah' (or news blackout) kicked in.
