No, see the map in my original post. 13 is the westernmost.

A right fricking mess! And the passageways make it worse - there is no
single passageway linking all the platforms.


Once the NLL platforms open you'll be able to get to all platforms
with regular service from the western subway, as there'll be level
access via them to 12, which is the only one currently inaccessible
from it.

(this changes in a year when the DLR southbound re-opens, and of
course the western subway isn't accessible from the street)
