I use the Chiltern Line to Amersham and have always been able to claim before. If you're delayed on National Rail, you make a claim with the appropriate Train Operating Company, not TfL. Unfortunately, however, TOCs generally only pay out for delays of an hour or more, as opposed to London Underground's 15 minutes, and even then they're only obliged to give you a 20% Refund on the leg of the journey you made, so if you only paid £10 Return, and you're delayed by an hour on the Return, they're only obliged to give you £1 back.
